FULL LIST: 10 most expensive Nigerian states in November 2025
Despite a moderation in Nigeria’s national headline inflation following the rebasing of the Consumer Price Index, the cost of living remained high in several states in November 2025, according to the National Bureau of Statistics.....TAP TO CONTINUE READING
State-level data show that inflation pressures varied widely, driven by differences in food supply, urbanisation, transport costs, insecurity, and exposure to oil-driven price shocks.
Based on the November 2025 CPI report, the 10 most expensive states to live in are
*Kwara* (15.9%) Kwara recorded an all-items inflation rate of 15.9% year on year, making it the least expensive state among the top 10 in November 2025. Food inflation stood at 13.4% YoY, notably lower than the headline rate. On a month-on-month basis, food prices declined by 2.3%, while all-items inflation edged up marginally by 0.1%.
This divergence suggests that food prices were not the main inflation driver during the month, with non-food components such as transport, housing, and services likely exerting mild upward pressure.
*Jigawa* (16.0%) Jigawa recorded 16.0% all-items inflation YoY, with food inflation at 12.2%, indicating that non-food items played a larger role in driving the cost of living. Month-on-month data showed renewed pressure, with food inflation rising by 3.1% and all-items inflation increasing by 2.8%.
While food prices accelerated in November, the lower annual food inflation relative to headline inflation suggests that transport costs, clothing, housing, and services contributed more significantly to Jigawa’s overall inflation profile.
*Niger* (16.2%) Niger State posted 16.2% all-items inflation YoY, while food inflation was significantly lower at 10.1%, one of the weakest food inflation rates among the top 10 states. However, November saw a sharp month-on-month acceleration, with food prices rising by 3.1% and all-items inflation jumping 3.9%.
This indicates that while annual food inflation remained subdued, short-term supply disruptions and rising transport costs likely pushed prices higher during the month.
*Benue* (16.3%) Benue recorded 16.3% all-items inflation YoY, with food inflation at 13.1%. While food inflation remained below the headline rate on an annual basis, the month-on-month picture tells a different story. Food inflation surged by 4.4% MoM, compared with a 2.2% rise in all-items inflation.
This indicates that food prices were the dominant inflation driver in November, despite Benue’s reputation as Nigeria’s food basket.
*Osun* (16.4%) Osun recorded 16.4% all-items inflation YoY, with food inflation at 14.4%. In contrast to many other states, both food and all-items inflation declined on a month-on-month basis, falling by 0.8% and 0.1% respectively. This suggests broad-based easing in price pressures during November.
However, food inflation remained close to the headline rate every year, indicating that while short-term relief emerged, food costs still account for a substantial share of household inflation in the state.
*Kogi* (16.5%) Kogi recorded 16.5% all-items inflation YoY, but stood out for its very high food inflation of 17.8%, the highest among the top 10 states.
Month-on-month, food inflation rose by 1.8%, slightly faster than the 1.5% increase in all-items inflation. This confirms that food prices are the primary driver of inflation in Kogi.
*Bayelsa* (16.7%) Bayelsa recorded 16.7% all-items inflation YoY, with food inflation at 13.7%, significantly lower than the headline rate.
In November, food prices declined by 1.7% MoM, while all-items inflation surged by 6.6%, the highest monthly increase recorded among all states. This stark contrast shows that non-food inflation drove Bayelsa’s cost-of-living pressures.
*Ekiti:* (16.8%) Ekiti posted 16.8% all-items inflation YoY, with food inflation at 14.3%. Both food and all-items inflation declined month on month, falling by 1.8% and 0.5% respectively. This suggests easing price pressures across the board in November.
However, the gap between food and headline inflation every year indicates that non-food items such as housing, education, and transportation remain key cost drivers, even as food prices soften temporarily.
*Ogun* (17.6%) Ogun recorded 17.6% all-items inflation YoY, with food inflation at 16.5%. Food prices fell by 1.8% MoM, yet all-items inflation still rose by 1.4%, pointing to strong non-food inflation pressures. Ogun’s proximity to Lagos continues to expose residents to urban spillover effects, including higher rents, transport fares, and service costs.
Despite easing food prices in November, the broader cost structure keeps Ogun among the most expensive states to live in.
*Rivers* (17.8%) Rivers emerged as the most expensive state to live in Nigeria in November 2025, with 17.8% all-items inflation, the highest in the country.
Food inflation stood at 16.1%. Month-on-month, food prices rose by 1.8%, while all-items inflation increased sharply by 3.4%, indicating that both food and non-food prices contributed significantly, with non-food costs rising faster.

Toxic and Biased – Mahdi Shehu Reacts to Tinubu’s ADC Promotion to Brigadier-General
Political commentator Mahdi Shehu has criticised President Bola Tinubu over the promotion of his Aide-de-Camp (ADC), calling it a breach of military protocol and a threat to professionalism within the Nigerian Armed Forces.....TAP TO CONTINUE READING
In a post on his X handle on Monday, obtained by Politics Nigeria, Shehu accused the President of unilaterally promoting the ADC from colonel to brigadier general, thereby bypassing established military procedures and global best practices.
He described the move as contrary to both standard military protocol and common sense, noting that it disregards the morale and career progression of other officers.
Shehu argued that the promotion has disrupted the normal military hierarchy, placing the ADC above officers who were previously his seniors, including those with more years of service.
“The implication of this toxically biased promotion is that the newly promoted ADC is now a mate to officers who were once his seniors and many years senior to his course mates.
“This means prioritising loyalty to an individual over loyalty to institutions,” he wrote.
He recalled that the same officer had been promoted from lieutenant colonel to colonel just last year without completing the required training, and under normal circumstances, his next promotion to brigadier general would have been due in 2028.
By this promotion, the ADC now outranks all his course mates and other officers from his intake, a move Shehu described as institutional destruction.
Shehu warned that such biased promotions could demoralise officers and foster long-term resentment.
“This kind of avoidable, emotional promotion blunder will create permanent bitterness among officers and weaken discipline,” he said, noting that it could tarnish Nigeria’s military reputation in institutions with regional and global linkages.
He further cautioned that if the ADC were promoted again in 2027, possibly to Major General or even Chief of Army Staff, it could force over 8,000 senior officers across the Army, Navy, and Air Force into premature retirement, given the ADC’s position relative to them.
For Shehu, the promotion represents a “toxic, unilateral assault on professionalism, common sense, and the psychology of those who chose the military as a career,” concluding that “a stitch in time saves nine.”

‘Help save my life, I’ve lost both breasts to cancer’ – Grandmother Nelson Joyce cries out
Recall that a Federal High Court sitting in Warri, Delta State, had on October 2 this year, issued an interim injunction restraining the Inspector General of Police, IGP, and the Nigeria Police Force, NPF, from implementing or enforcing the recently announced Tinted Glass Permit Policy slated to commence on October 6, 2025.
The order followed a motion by John Aikpokpo-Martins, who sought to stop the police from proceeding with the enforcement of the policy, which he described as unlawful and burdensome to citizens.
Delivering the ruling, Justice H. Nganjiwa granted an interim injunction restraining the defendants, the IGP and the NPF, including their officers, agents, or contractors, from enforcing or further implementing the Tinted Glass Permit Policy pending the hearing and determination of the substantive motion before the court.
But Force Public Relations Officer, Benjamin Hundeyin, yesterday, said: “This decision follows a careful review of emerging security concerns and the need to ensure the safety of all citizens.
“It is important to clarify that at no point did the court restrain the NPF from enforcing the provisions of the law regarding the use of tinted glass on vehicles.
“Nonetheless, in the spirit of responsibility, transparency, and public convenience, the Force suspended enforcement to allow motorists ample opportunity to regularise their documentation and complete the registration process without pressure.
“Recent trends, however, reveal a disturbing rise in criminal activities perpetrated with the aid of vehicles fitted with unauthorised tinted glass.
“Some individuals and organised criminal groups have exploited this gap to conceal their identities and facilitate crimes ranging from armed robbery to kidnapping and other violent crimes.
“In view of this, the Nigeria Police Force has found it both necessary and urgent to resume full enforcement as a proactive measure to safeguard our communities.
“Consequently, enforcement of Tinted Glass Permit will resume on January 2, 2026.
“The IGP Kayode Egbetokun, assures the public that the renewed enforcement will be carried out with utmost professionalism, respect for the rights of citizens, and in accordance with extant laws.
“He adds that the Force remains committed to promoting public safety and upholding the rule of law while working collaboratively with all stakeholders to keep Nigeria secure.
“Meanwhile, motorists who require the Tinted Glass Permit are encouraged to apply through the approved channels and ensure that their vehicles comply with legal procedures.”
